You need to use the Windows command line (cmd.exe) and not the Python shell.

Maybe the reason is that I am running ALPS in the windows XP operating system. So, the following question is if I program ALPS in XML, how to make it run in a windows operating system? Oh, by the way, though some function of ALPS is disable in the windows, the ED and DMRG are good, so let's just focus on these two.

Just open a shell window and use printgraph. I there a reason that you need to do it from Python?
