I think you are right.
In the alps-apps installation webpage it is shown that one only needs to run the "make" command to "set up" lp_solve.

As far as I know, lp_solve package does not provide 'make install' command.
You can just copy all the header files (*.h) and the archive (liblpk.a) by hand
to anywhere you want, e.g.)

 sudo mkdir -p /usr/local/lp_solve_4.0
 sudo cp *.h liblpk.a /usr/local/lp_solve_4.0
